Coverage and exclusions
A village name is only the first screen.
What is Low Density Area (LDA)?
The notified category covering areas within the depth of one peripheral revenue-village boundary along the NCT Delhi border and the areas listed in Annexure 17b.
How many Annexure 17 entries are there?
Seventy printed entries: 47 under Annexure 17a and 23 under Annexure 17b. They represent 65 underlying village names after repeat and “Part” entries are consolidated.
Does every khasra in a listed village qualify?
No. Exact revenue boundary, exclusions, approved schemes, roads, infrastructure, environmental and monument controls and court orders must be checked.
Which areas are excluded?
Lal Dora/extended Lal Dora; protected monuments; road and trunk-infrastructure ROW; identified/regularised unauthorised colonies; land with an approved development plan at notification; specified legacy institutions and godowns; TOD, HDC and Land Pooling areas; and notified Ridge, forest or Regional Park areas subject to the stated exceptions.
Does TOD apply inside LDA villages?
No. Annexure 17 expressly says TOD is not applicable within villages falling in LDA.
Notified controls
Minimum plot, access and use-specific FAR.
What is the minimum plot area?
10,000 sq m for each listed use premise. A reduction below that level caused by eligible contribution for roads/public infrastructure does not defeat eligibility if the original plot met 10,000 sq m.
What road width is required?
Minimum 18 m ROW for the notified use premises. Land contribution, an approved RNP and continuous legal access may still be necessary.
What are the residential controls?
FAR 10, maximum 15% ground coverage, maximum 10 m height, one dwelling unit and two service-staff units below 30 sq m each within overall FAR.
What institutional activities are allowed?
FAR 120, 40% coverage and 18 m height for listed healthcare, education, research, skill, coaching, co-working and old-age-home uses, subject to approvals.
What other use premises are notified?
Recreational/socio-cultural: FAR 30; godown/warehouse: FAR 100; commercial/logistics hub: FAR 60, each with the specific coverage, height and activity list in Table 4.4.1.
What setbacks apply?
Minimum 15 m front setback and 5 m on each of the other three sides.
Infrastructure and environment
Development must carry its network and sustainability burden.
Who prepares the Road Network Plan?
DDA. Implementation may be through pooling by landowners or another prescribed development model.
Must land be contributed for roads and services?
Where required, landowners contribute land free of cost. FAR attributable to surrendered land may be consumed on the remaining plot under the notified conditions.
Who pays infrastructure charges?
Landowners pay EDC, development charges and other prescribed charges; service-providing agencies develop public facilities and utilities.
What green requirement applies to residential plots?
At least 50% of the total plot area must remain green and at least 30% of that green area must have tree-canopy cover.
Can existing construction be regularised automatically?
No. Existing construction may be eligible only if every Chapter 4.4.3 norm is fulfilled and penalties and other charges are paid.
