Delhi Land Pooling Policy

The notified framework enables urban development through landowner assembly, DDA-led Town Planning Schemes and other models prescribed in Regulations.

Operative plan status: MPD-2047 is in force from 20 August 2026. Chapter 4.1 is no longer a proposal. Fees, charges, approval procedures, detailed norms, transition treatment and grievance mechanisms are still to be set out in Regulations or scheme instruments.

Development models

Landowner assembly

A group holding contiguous eligible parcels may approach DDA for notification of a scheme above 20 hectares.

Town Planning Scheme

DDA may identify and develop areas in phases through a Town Planning Scheme.

Other prescribed model

The Plan permits another development model if stipulated in Regulations.

Integrated scheme

An approved framework can mix residential, commercial, public/semi-public and industrial uses and supersede the earlier underlying land use within the scheme.

For an assembly by landowners with contiguous parcels above 20 hectares, the Plan states a maximum 60% landowner share and minimum 40% DDA share, subject to scheme-specific Regulations.

A listed developer has started pricing the MPD-2047 opportunity.

Max Estates has disclosed a proposed share-swap acquisition of nine land-owning companies holding approximately 84.71 acres in Sector 3, Najafgarh. This is significant market evidence—not a DDA approval.

What it indicates

  • A major listed developer is allocating equity to a Delhi Land Pooling opportunity
  • The disclosed area exceeds the 20-hectare owner-assembled scheme threshold
  • The 4–6 million sq ft estimate is broadly consistent with modelling a 60% landowner share at FAR 200

What it does not establish

  • No DDA scheme, layout or parcel approval is evidenced by the corporate disclosure
  • Contiguity, Khasra mapping, exclusions and final eligible area still require official verification
  • Regulations, reconstitution, infrastructure, charges and statutory approvals remain decisive
Legal position: Max Estates may be described as an early major commercial participant responding to MPD-2047—not as the first approved beneficiary. MoHUA identifies Sector 8B, Zone P-II as the first notified Land Pooling sector ready for implementation.

Exclusions

Land may be inside a listed zone and still be outside the policy.

The notified chapter excludes the following categories; DDA may specify additional areas or exceptions in Regulations.

  • Identified unauthorised colonies under the 2019 property-rights Regulations
  • Lal Dora and notified extended Lal Dora
  • Certain government projects with a DDA/local-body NOC or approved development plan
  • Notified forests, Regional Parks, natural drains, water bodies and notified wetlands
  • Government-owned land or land under a government scheme
  • Heritage sites
  • Notified non-conforming industrial and godown clusters

Implementation boundary

Notification creates the policy framework—not an instant approval.

The notified Plan expressly requires further instruments and actions before a parcel can move to development.

Implementation boundary: The indicative GIS layer does not make the broader reported road-grid or pending Land Pooling Regulations operative. Final scheme treatment, transition directions, charges and parcel permissions remain separate.

Frequently asked

Notified Land Pooling FAQs

Is the MPD-2047 Land Pooling chapter now operative?
Yes. It is part of the Gazette-notified MPD-2047 effective from 20 August 2026. Detailed implementation still depends on Regulations, schemes, maps, charges and approvals.
Can an owner with a small parcel participate?
The notified chapter allows an owner with any size of otherwise eligible parcel to register and participate as prescribed. That is not a right to a stand-alone scheme or return plot.
Is the minimum assembly 20 hectares?
The minimum scheme area is not less than 20 hectares for development through assembly by a group of landowners. The distribution table refers to contiguous assemblies of more than 20 hectares.
Does the old 70% consortium rule control the new chapter?
The notified Chapter 4.1 does not state the former 70% consortium threshold as a new-plan prerequisite. Existing cases require DDA's transition and implementing directions; do not assume automatic continuation or cancellation.
Does notification convert every eligible agricultural parcel?
No. Development-area status, exclusions, approved scheme, road and infrastructure provision, charges and statutory permissions still matter.
