Delhi TOD Policy 2026

Transit-Oriented Development can unlock higher-density, mixed-use redevelopment around mass transit—but only where the official influence zone, land assembly, access, planning controls, economics and approvals all align.

Operative status: Delhi's revised TOD Policy and Charges Regulations were notified in April 2026. MPD-2047, now notified and operative from 20 August 2026, incorporates the TOD framework in Chapter 4.2. Both the Plan and current Regulations must be read together.

Financial reality

FAR is only valuable after charges, obligations and construction feasibility.

A land-rate calculation based only on maximum FAR can materially overstate residual land value.

Notified charge structure

  • Composite TOD charge: Rs. 10,000 per sq m of FAR area for base FAR 400
  • FAR beyond 400 and up to 500: additional charge at 20% of prevailing circle rate
  • Charges deposited when the TOD scheme is submitted through MCD's OBPS
  • Receipts ring-fenced through a dedicated TOD Fund for area and infrastructure improvement

  • Demolition, rehabilitation, tenant/occupant and phasing risks
  • Parking, services, fire, public-realm and infrastructure requirements
  • Finance cost, approval time, taxes, construction and market absorption
Do not confuse land area with FAR area: the composite charge is expressed per square metre of FAR area. A professional feasibility model should reconstruct the exact charge base from the notified instruments and current authority guidance.
Statutory provision vs. implementation report — 1 September 2026: MPD-2047 already requires post-sanction TOD charges to be deposited in a dedicated escrow account for local area and infrastructure improvement. The Times of India reports seven public and private TOD proposals or expressions of interest moving toward committee consideration. Site-screening workflow

Seven gates before a TOD opportunity deserves a valuation.

The correct first question is not “How much FAR?” It is “Does this exact assembled parcel qualify and remain viable after every planning and commercial condition?”

Official influence-zone confirmation

Overlay the surveyed parcel on DDA's current TOD zone map and identify the governing transit corridor or station.

Assembly and title control

Check ownership, authority, contiguity, encumbrances, litigation, leasehold conditions and any occupant or society interests.

Road, geometry and statutory overlays

Verify road right-of-way, legal access, plot depth, fire movement, land use, layout and all exclusion overlays.

Capacity and design test

Ask an experienced architect/planner to test permissible uses, FAR, height, setbacks, light, ventilation, services and public realm.

All-in feasibility

Model charges, surrender/works, rehabilitation, tax, financing, construction, sales mix, phasing and downside cases.

Confirm the TOD Committee, DDA/MCD OBPS workflow, required NOCs and the current responsibility of every agency.

Minimum diligence

A TOD badge is not a parcel certificate.

  • Confirm the parcel lies within the official DDA TOD influence-zone map—not merely near a Metro station.
  • Test the minimum consolidated plot area and whether every constituent title can legally participate.
  • Verify existing road width, legal access, frontage, plot geometry and fire-tender movement.
  • Overlay Master Plan land use, notified zonal plan, approved layout plan and local-body records.
  • Check heritage, ASI monument, ridge/forest, airport-height, environment, utilities and acquisition constraints.
  • Model TOD charges, additional FAR charges, affordable-housing obligations, surrender/public-realm requirements and construction cost.
  • Use qualified planners, architects, surveyors, lawyers, engineers, valuers and tax advisers before committing capital.
  • Confirm the live DDA/MCD submission route and current forms immediately before filing.
