Delhi Master Plan 2047
The operative long-term framework for Delhi's land use, housing, mobility, environment, economy, regeneration and urban extension.
Controlling status: S.O. 4597(E), dated 20 August 2026, approves MPD-2047 as an extensive modification of MPD-2021 and states that it comes into effect from publication in the Gazette of India.
First principle
A master plan guides development; it does not complete it.
The Master Plan is only the top layer. Parcel-level development normally depends on the plan, zonal provisions, layout or sector plans, applicable policy, infrastructure and statutory permissions working together.

Notified development frameworks
Four provisions with immediate strategic relevance
The Plan is operative, but some implementation routes still depend on regulations, maps, charges, schemes and approvals expressly contemplated by the notified text.
Land Pooling
Zones K-I, L, N, P-II, part J and unacquired P-I; FAR 200; assembly schemes of at least 20 ha; Town Planning Schemes; and a 60:40 scheme distribution for qualifying contiguous assemblies.
Transit Oriented Development
500 m corridors/nodes, minimum 2,000 sq m TOD plot, 18 m access, base FAR 400 and maximum FAR 500, subject to the notified policy and charges.
High Density Corridor
A 250 m corridor on either side from the UER-II ROW edge along executed stretches, subject to a secondary service road, notified RNP and exact HDC eligibility.
Low Density Area
One-peripheral-village depth and the areas listed in Annexure 17b are consolidated as LDA, with notified uses, 10,000 sq m minimum plots and Annexure 17 village coverage.

Parcel checklist
What is the khasra number and revenue-village boundary? Which planning zone and land-use category applies? Is the parcel affected by a road, green belt, facility corridor, acquisition, court order or protected area? Does a sector or layout plan exist? Which policy and development controls apply? What permission is required from DDA, the local body and other statutory agencies?
Key caution: A future land-use proposal can influence expectations, but sale price, title, possession and buildability remain separate questions requiring documentary due diligence.

Public-participation update — 30 August 2026: DDA has opened “MPD-2047 (Feedback)” through its Citizen Services portal. Registered users may submit suggestions and feedback. This does not reopen or amend the Gazette-notified Plan, confer a parcel permission, or replace a statutory objection, review, appeal or application process.
Added by DDA on 30 August 2026: two interactive GIS atlases now show the MPD-2047 Land Use Plan and Spatial Development Policies. Use them for preliminary screening only; map display does not certify a khasra, boundary, road, eligibility, entitlement or approval.
