MPD-2047 Land Pooling in Delhi: what is notified, what is pending and what landowners should verify

A practical, source-led explanation of the transition from a notified plan framework to a parcel-specific Town Planning Scheme and development pathway.

30-second answer: MPD-2047 is Gazette-notified and operative. Its Chapter 4.1 establishes the Land Pooling framework at plan level, including the FAR 200 framework and a 60:40 scheme model for qualifying owner-assembled schemes. It does not make every parcel immediately buildable or guarantee a landowner's allotment, FAR, land use, value or approval.

1 · What changed

The plan-level framework is now operative.

The starting point is the notified Gazette text, not a media headline, broker representation or map screenshot.

01

MPD-2047 commenced

Central Government notification S.O. 4597(E) approved MPD-2047 as an extensive modification of MPD-2021 and made it effective from Gazette publication on 20 August 2026.

02

Chapter 4.1 provides the framework

The notified Plan sets out landowner assembly, DDA-led Town Planning Schemes and the plan-level distribution model. The detailed implementation bridge remains important.

03

FAR is not an automatic parcel entitlement

Plan-level FAR, permitted uses and development potential must still be read with the applicable scheme, road network, infrastructure, charges, title, access, exclusions and approvals.

2 · The implementation boundary

Notified does not mean fully executable today.

The following items determine how the framework reaches an individual sector or parcel.

Officially notified

Plan-level position

  • MPD-2047 is operative.
  • Land Pooling is a notified planning framework.
  • FAR 200 and the 60:40 model appear in the notified framework, subject to its conditions.
Implementation pending / verify

Parcel-level position

  • Detailed Regulations and transition directions.
  • Final or notified road-network and sector treatment.
  • Town Planning Scheme, infrastructure, charges and competent-authority approvals.
Important: DDA's interactive RNP viewer for Zones N, P-I and P-II is expressly an indicative reference layer. It is not a Gazette notification, final alignment, parcel demarcation, building sanction or automatic HDC/FAR entitlement.

3 · What a landowner should verify

Use a parcel-to-scheme checklist, not a zone label.

A zone name is only the first screening field. A reliable conclusion requires the exact parcel and the applicable implementation route.

1

Exact identity

Khasra, village, area, ownership chain, revenue record and survey consistency.

2

Spatial status

Official land-use map, planning zone, sector, road layer, acquisition and exclusions.

3

Assembly status

Contiguity, owner alignment, consortium or willingness record and the applicable threshold.

4

Scheme route

Town Planning Scheme, sector plan, layout, RNP and infrastructure obligations.

5

Economic terms

Charges, surrender, development cost, phasing, finance, time and market absorption.

6

Approvals

Competent-authority permissions, building controls, access and all conditions precedent.

Practical rule: Do not describe land as “approved,” “converted,” “buildable,” “RNP-cleared” or “guaranteed FAR” unless the precise official record supports that exact conclusion.

4 · What remains to watch

The next useful documents will be implementation documents.

For landowners and developers, the value of the framework will become clearer as DDA and other authorities publish records that connect policy to geography, procedure and delivery.

A

Regulations and transition

How existing applications, sectors, consortiums and portal records are treated after notification.

B

Roads and infrastructure

Whether indicative routes become notified plans and how trunk services are sequenced and funded.

C

Schemes and approvals

How Town Planning Schemes, layouts, charges and permissions operate for specific assemblies.

5 · Questions readers ask

Short answers, with the boundary preserved.

Does MPD-2047 automatically approve my Land Pooling parcel?
No. It creates a notified planning framework. Exact parcel identity, land use, sector or scheme, roads, infrastructure, title and competent-authority approvals must still be verified.
Does FAR 200 mean I can immediately construct at FAR 200?
No. FAR is a plan-level control subject to the applicable scheme, development controls, infrastructure, charges, access and approvals.
Is the DDA RNP GIS viewer final?
The current viewer is described as indicative and subject to change. Treat it as a screening resource, not a final notified alignment or parcel approval.
What should I do before signing or pricing a land arrangement?
Obtain parcel-specific title, revenue, planning, survey, access, acquisition, environmental and authority diligence. Use the official records and qualified advisers; do not rely on a zone label or promotional statement alone.
